    Location: New York, NY or Chicago, IL

    We are seeking a Program Controls Manager to support the delivery and oversight of a global Life-Cycle Replacement (LCR) Program. This role involves managing core program functions including administration, sourcing, controls, and reporting across multiple global regions. The ideal candidate will bring strong experience in program governance, budgeting, stakeholder coordination, and working on workplace project portfolios within large-scale client environments.

    Responsibilities include but are not limited to:
     
    General Program Management & Administration-
    • Support the successful delivery of the LCR Program across global regions (EMEA, APJC, and the Americas).

    • Provide staffing and oversight for the following core functions:

      • Program Administration

      • Program Sourcing

      • Program Reporting & Controls

    • Coordinate with stakeholders, including internal teams, service providers, and external partners.

    • Utilize internal tools, processes, and technologies to deliver services, supplemented with best-in-class solutions where appropriate.

    • Ensure all personnel comply with required background check and security standards.

    • Leverage various program management tools for capital planning, project tracking, documentation, and electronic signatures.

    • Deliver all program procedures electronically unless hard copies are requested.

    • Foster strong relationships with the PMO and drive process improvements across the program.

    • Identify and proactively address any service delivery issues through governance and regular communication.

    • Administer and maintain a SharePoint site containing key program documentation and collaborate with the program manager to refine and update content.

      Program Budgeting & Sourcing
    • Collaborate with the Program Manager to define and implement sourcing strategies at the program level.

    • Support procurement efforts for LCR initiatives, working with supply chain partners and internal stakeholders.

    • Identify opportunities for Principal Contracting and support implementation efforts.

    • Develop and maintain cost benchmark data for the program (e.g., cost of chiller replacement across portfolio).

    Program Controls & Reporting

    • Partner with global technical managers to ensure projects have clearly defined scopes and client briefs.

    • Monitor the project approval process using SharePoint, keeping stakeholders informed of status.

    • Contribute to the overall LCR Program roadmap, defining key requirements and milestones.

    • Maintain a Program Risk Register to proactively manage and mitigate risks.

    • Participate in lessons learned reviews to continuously improve program delivery.

    • Administer project and program data within the project management system:

      • Manage distribution of program funds and ensure data accuracy.

      • Create pipeline projects and maintain program-level dashboards.

      • Close out and archive completed projects.

      • Oversee funding controls including budgets, allocations, commitments, and forecasts.

      • Reconcile financial data across relevant platforms and manage the return of underspent funds.

      • Generate regular financial reports covering budget, committed spend, forecasts, and uncommitted balances.

  • Who we’re looking for:

    Experience, Knowledge and Key Skills

    • 5–10 years of experience in program or project controls, administration, or management.

    • Experience working within a large client organization or corporate environment.

    • Demonstrated success managing or supporting a portfolio of workplace or facilities-related projects.

    • Exposure to procurement and sourcing practices at a program or project level.

    • Bonus: Cost management experience in capital or facilities projects.

    • Strong background in financial reporting, budgeting, and risk management.

    • Proficiency in SharePoint and project management/reporting platforms.

    • Excellent stakeholder engagement and communication skills.

    • Detail-oriented with a focus on data integrity and governance.

    • Ability to work independently across multiple global time zones.

    Qualifications

    • Bachelor’s degree in Construction Management, Engineering, Architecture, Business, Finance, or a related field required.
    • Master’s degree or relevant certifications (e.g., PMP, CCM, LEED, or equivalent) are a plus.
